立足封关新起点 高标准建设海南自由贸易港(Building a High-Quality Hainan Free Trade Port: A New Era with Island-Wide Special Customs Operations)

2025年12月18日，海南自贸港正式启动全岛封关，仅14天，进口“零关税”货物就达到4.2亿元，加工增值内销免关税货物4723万元;新增外贸备案企业3265家，同比增长超两倍……一系列飘红的数据，正是政策红利持续释放、产业发展动能增强的有力证明。
On December 18th, 2025, the Hainan Free Trade Port officially initiated island-wide special customs operations. In just 14 days, imported "zero-tariff" goods reached 420 million yuan, and domestically sold processed goods with tariff exemptions amounted to 47.23 million yuan. The number of newly registered foreign trade enterprises increased by 3,265, a year-on-year growth of over 200%. These soaring ps serve as strong evidence of the continuous release of policy dividends and the enhanced momentum of industrial development.
“十五五”海南将完善自贸港政策体系，推进制度型与要素流动型开放，推动率先落地RCEP条款；做好外资、外贸、外国人“三外”工作，提升跨境流动便利化水平，同时，强化枢纽功能与经贸联动能力，搭建国内外市场对接桥梁。
During the 15th Five-Year Plan period, from 2026 to 2030, Hainan will refine the policy system of the free trade port, advance institutional and factor flow-oriented opening up, and promote the early implementation of RCEP provisions. Efforts will focus on streamlining affairs related to foreign investment, trade, and personnel to enhance the convenience of cross-border flows. Additionally, Hainan will strengthen its hub functions and economic and trade linkage capabilities to build a bridge connecting domestic and international markets.
