海南自贸港封关运作一月，“一线”放开、“二线”管住政策落地见效，口岸通关效率显著提升。“二线”智能查验实现车辆“不停车”查验，平均通关时间压缩至2分钟内。“一线”进出境货物、人员大幅增长，通行效率同步提高。海关简化“二线”出岛申报项目超60%，为企业减负增效。

In the month since the launch of Hainan FTP island-wide special customs operations, the policies of “freer access at the 'first line', regulated access at the 'second line’” are delivering tangible results, with a notable improvement in port clearance efficiency. Smart inspection at the “second line” now enables vehicles to pass without stopping, cutting average clearance time to under two minutes. At the “first line,” both cargo and passenger flows have risen significantly, with processing efficiency increasing in tandem. Customs has also streamlined more than 60 percent of outbound declaration items at the “second line,” easing the burden on enterprises and enhancing operational efficiency.
