海口海关：今年前两月海南省跨境电商业务增长5.5倍 Haikou Customs：Hainan's Cross-Border E-Commerce increased by 5.5 times in Jan. and Feb.
It is learnt that Macun Port Customs, a branch of Haikou Customs, has exercised examination and release for 78,000 cases of cross-border e-commerce bonded import declarations this January and February, an increase of 5.5 times year-on-year. Released orders in the first two months reached 49.4 percent of the total number of 2019, with a total value of 42.196 million yuan. In this way, Hainan's cross-border e-commerce has seen and is seeing continuous rapid growth. This is the information revealed by Haikou Customs on March 7th.
In order to help enterprises cope with the CONVID-19, Macun Port Customs has vigorously carried out plans to help enterprises resume work and production. To learn how the enterprises are going with their work and production resumption, Macun Port Customs has set up a service group, held online meeting with enterprises and provided online consultant service on Customs clearance. Regarding the difficulties the enterprises are exposed to, they have fully implemented measures of the General Administration of Customs and Haikou Customs to assist enterprises in preventing epidemics and stabilizing foreign trade, such as "errand-free" online declaration, declaration appointment, "round-the-clock release and inspection", "contact-free" certification application, and online application for extension of tax declaration or deferral of tax payment. As of February, all cross-border e-commerce enterprises in the region have resumed work and production. Meanwhile, Macun Port Customs handles 28,000 cross-border e-commerce import declarations, which has doubled year-on-year, maintaining rapid growth momentum.
To drive the development of cross-border e-commerce, Macun Port Customs has continued to implement online supervision on enterprises which have management systems such as Enterprise Resource Planning（ERP）or Warehouse Management System (WMS), in addition to facilitation measures such as “entry prior to inspection”, “instant release after sampling”, and “one-stop processing” of cross-border parcel clearance. In this way, convenient online services will be provided to enterprises which apply for registration, filing or change. Moreover, the customs are actively assisting enterprises in the zone to become a member of Authorized Economic Operator (AEO).
An office of Macun Port Customs said that they are working harder to build a better supervision process and boost the development of cross-border e-commerce business in light of the present situation in this region, in addition to joint efforts made with enterprises for work resumption.
