The Numbers Speak: According to Haikou Customs data released February 9, in just 100 days since the policy upgrade launched on November 1, 2025, duty-free sales reached 11.585 billion yuan—a 14.71% year-on-year increase!

What's driving the growth? Key policy adjustments:

For Island Residents: A game-changer! Local residents with at least one outbound record per year can now buy 15 categories of "buy-and-pick" items (cosmetics, perfume, clothing, bags) unlimited times throughout the year. A cdf staff member told us: "Since the new policy, we've seen a significant increase in local shoppers, especially in cosmetics and clothing ps."

For International Travelers: Departing passengers are now included as beneficiaries! Their duty-free purchases count toward the annual 100,000 yuan quota. Fragrances, digital products, and duty-free liquor are flying off shelves—giving international travelers a more cost-effective shopping experience.
