After Hainan starts the special customs operations, imports of key infrastructure such as computing power chips enjoy zero tariffs, alongside supporting policies that facilitate cross border data flows. According to Mr. Xue Lan, Dean of Schwarzman Scholar of Tsinghua University; Dean of the Institute for AI International Governance, these measures will strongly accelerate the clustering and internationalization of the AI industry while attracting more young talent and companies to start businesses in Hainan.
